Unidentified raptor at Jells Park

I know this isn't very clear but I was just wondering if anyone could give me any tips as to what this is most likely to be. It was very high up in the sky and difficult to get a good view of let alone a remotely clear picture, but it appears to have barring up the wings and breast with a lighter area around the neck and a darker head. It was seen at Jells Park, eastern Melbourne around 4 PM.

Hard to tell, thinking Swamp Harrier - long tail and number of "fingers" on the wing tip. Under body colouring almost fits, with visible barring. Certainly no expert, and happy to be wrong.

I was thinking maybe it was a Brown Goshawk, but I really don't know if there are any distinguishing features which would suggest it is one over the other.

You may well be correct. The obvious difference is the white rump and trousered legs of the Swamp Harrier. Also The Brown Goshawk appears to have a more rounded tail (comparison on the Morcombe app). On the iPad, I am unable to confirm with any confidence. Hopefully an expert will turn up soon.
