the are covered in a powdery colouring and Obi [cockateil] is multi coloured around the beak ?are these safe .

George I used to buy normal dowel from the hardware through all the years I bred birds and never had a drama, if in doubt throw it away mate.
It is a good idea to have a couple of perches at varying diameters,this gives your bird a bit of foot exercise.
Another one I found my parrots including the Quarrions really enjoyed was a piece of gum tree branch with the bark still on it,they spent countless hours destroying those,again good exercise for their mandibles and kept them entertained.
