Please help Id this lovely bird

This bird appears to be domesticated, it walked over to me this afternoon and doesn't seem to fazed around humans or my dog who tried to catch it! It is all white with a pink beak and legs. There are feathers missing around its crop and it appears to have some sort of smelly, black oil on the crop area, it is quite unsteady on it's feet and when it sits it's crop does this weird side to side movement. The nostrils appear underdeveloped. Not sure what to do with it but didn't want to leave it out overnight as it didn't seem keen to fly away although it doesn't appear injured. Does anyone know what type of bird it is? Or have any suggestions about what to do with it. I live in Melbourne.

Thanks Amateur, I let the bird go and it flew away but came back so I'm still wondering what it is (I think it's just a Dove) and what to do with it, I made some calls yesterday to some bird folk to no avail. If I take a better pic would you mind telling me the process to link the image?

Yes, I'd be happy to teach you how to link the image. Personally I found it relatively easy being tech savvy as a young kid but other people have had a few problems, I'll help you link a photo if I can.

Thanks for your help Amateur. I followed the link you gave me but as you will see the images are too large to fit properly. I give up! If anyone can tell what the bird is from my avatar pic and the 2 pics I have unsuccessfully attached I would be grateful..
