Raptor I.D

I was out and about today with my husband and kids and snapped this shot. My Husband thought it was a juvenile Wedge Tailed Eagle. Could someone please I.D this image for me. How close was he. I was undecided.

I think it could be a young black or whistling kite

How big was it wedge tails are 100cm or 3feet tall.

This is a young Whistling Kite. Wedge-tailed Eagles look nothing like this kite. :)
