Sorry for the crap photo but it was cloudy, drizzling rain, high ISO and about 300m away so large crop.
I have looked at both Swamp and Spotted and i think it is a Spotted?

The solid/heavy barring in the tail is a good indicator for Spotted Harrier in ths photo. Swamp Harriers tail is more lightly barred.
