If it was a scarlet chested parrot then its most likely an escapee they tend to prefer the hot dry inland areas.
there is also a orange breasted form of the turquoise parrot they have a small red patch on the wing,looking front on they can be very hard to tell apart,they are not common in the wild and to see ether of these birds flying wild would be a real buzz i hope it stays around and i would love to see a photo
