Was reef fishing just outside Botany Bay Heads (Kurnell Heads) when two of these were spotted diving and then appearing making funny yelping sounds. I only managed this very bad picture. Is it a little penguin?

Looks like it to me, the photo is not great for ID, but your description of behaviour fits, and obviously it didn't fly away to rule it out LOL.
