BOP by the wetlands

Can't seem to decide on an ID for this fellow. Found him in a tree being harrassed by all sorts of birds. Next to a swampy wetland area. Later saw a BOP in flight and I think it was the same bird.

Help please :')

Birdie, I'm sticking my neck out again, if you look at the long yellow legs, could it be a young Swamp Harrier?? They are dark, when they are young,aren't they? What do you think? Have a good evening!

That was my first thought given its location. But it doesn't seem to match my Simpson and Day. But it could be that, guess we'll have to wait and see what the experts say :)
Here is another shot of it getting harassed by a Spangled Drongo.

The first appears to be a Collared Sparrowhawk. The second may be a Whistling Kite or a Swampie. I wish I were there to see the way it flies as that's another tell-tale method of distinguishing between the two.
